Fashion Redemption: Demi Lovato

According to her Wiki page, Demi Lovato is 19 years old. So why is she walking around looking like a cougar from the Real Housewives? I don't think that she should be dressing like a six year-old or anything, but she's a young woman - why not try looking fresh instead of tacky?
